Citizen Soldier is the spirit of first U.S. President, George Washington, which is constantly reincarnating, having been enchanted by a magical spell enacted by the Founding Fathers upon Washington's deathbed in order that he might be able to protect the country forever. Stormwatch tracked the reincarnations of Citizen Soldier until 1947, when he disappeared from the public. When Citizen Soldier once again returned, he had reincarnated into Steve Gatesniak, multi-billionaire computer entrepreneur. He began the attack which resulted in the death of second-in-command, Blake Coleman. This incarnation launched attacks on the Senate, the Supreme Court, the stock market, and other major U.S. targets until Team Achilles was able to stop him and cryogenically freeze him to prevent further reincarnations. Unfortunately, he killed Giant, and was able to escape, and now has reincarnated again into the body of a newborn illegal Chinese immigrant. In addition to resurrection powers, Citizen Soldier has enhanced intellect, superhuman strength, speed, and agility, and power distribution ability, so he can grant powers to others which will kill them in time.
