Ultra Boy got caught in an explosion that turned him into a phantom who was moving backwards in time. When he reached Superboy’s era, Ultra Boy tried to contact Superboy through his telepathic earplug, but his mind overwrote Superboy’s mind instead. His thoughts were now becoming confused, so he headed for the 30th century. The post-hypnotic suggestion that Saturn Girl had planted in Superboy’s mind, preventing him from returning to the 30th century, kicked in and total amnesia followed. All he knew was that he had to go to the Legion... but he didn’t know if they were friends or foes, so he created the Reflecto disguise.
