Kate Spencer is a prosecuting attorney who, frustrated at continually seeing supervillains escape the law, scrapes together a costume and becomes Manhunter to take on those same criminals. For a time, she worked for the erstwhile criminal Mr. Bones at the DEO (Department of Extranormal Operations). She was a member of Birds of Prey and also was Gotham's District Attorney. She is the daughter of Phantom Lady and Iron Munro.
