Roy G. Bivolo

Roy G. Bivolo, a gifted painter, was color blind. In an effort to provide his son with color vision, his father constructed goggles which he hoped would achieve this. Not receiving the gift until his father died, Roy tried them on and was crushed that they did not give him color vision. Instead they provided him with the means, such as projection of solid light beams and other fantastic effects, that made it easy for him to lead a life of crime, lessening his frustration at not being able to follow his calling to paint. One of Flash's Rogues Gallery, he was one of Flash's recurrent adversaries. He was eventually killed by Amunet Black. His name, Roy G. Bivolo, derives from the mnemonic for the first letters of the colors of the rainbow.
