Tobias Whale

- Also known as
Tobias Whale, an over-large albino crime lord, was the leader of The 100 criminal gang in Metropolis. Pressured by Intergang, Whale moved his operation to Gotham City and tried to become the top crime lord there. He was a recurrent adversary of Black Lightning from his time in Metropolis and Batman when he operated in Gotham.
