Wilkins, Harvey Kent's butler, used makeup to impersonate Two-Face. He made it appear as if Harvey Kent, who had been cured of his madness, had suffered a relapse and disfigured his own face, giving Wilkins the cover he needed to commit crimes as Two-Face.
