Celia Forrestal was an ex-Navy pilot who, after leaving the service, began working at her parents business Argo Technologies, where she first tested the new Argo invention, the Argo Harness. The harness provided the wearer with flight and energy projection. After she helped Hal Jordan against the villain Scorpio, she was convinced to become a super-hero and subsequently joined Josiah Power's Power Company.
