"Bugs" Brighty is a gangster arrested by radio-squad officer Sandy Kean and accused "strong-arm tactics" and threatening business owners. During his trial, Brighty claimed he was innocent and that Kean was out of line, but Kean was able to provide photographic evidence of Brighty's crimes.
