Dr. Herman Frayne is a man of American origin. Ecologist convinced that the only salvation of man was to adapt and live in the sea, he conceived the plan to transform humans into amphibian creatures that he dubbed as the "Hydro-Men". Having mutated himself into an amphibian creature, he adopted the alias of Dr. Hydro.
