On Goodwill Book Store issues, the stamp in the white circle is supposed to represent either the on-sale date or the date received at the specific book store with it being able to be sold that same day, but might have taken a day or two to get onto the shelves. There is no pre-printed price; likely a price was on tag on the shelf or stamped on the first story page.
