Synopsis

In the future, Gotham is a police state where the law is enforced by a private security force, The Magistrate, who shoot offenders on sight, and their number one target is a new Batman. Meanwhile, Luke Fox has an angry confrontation with his brother Tim over events that involved the hospitalization of their sister Tam.
