Cover says “not for resale”. A partial reprint of Amazing Spider-Man #252, of May 1984. This is one of four comics given away during the opening of "Marvel Super Heroes Adventure City", a theme park located by Niagara Falls from 2003 to 2008, which later dropped the name Marvel and was renamed simply "Adventure City". The other reprints are Amazing Spider-Man #300, Ultimate Spider-Man #6, and Marvel Age: Spider-Man #2.
