This issue has the SOO, which says there's no editor or managing editor. The only name given is Ray R. Hermann, publisher and business manager. She's also listed as the co-owner along with Marjorie May.
"Ray R. Hermann" is the pseudonym of Rae Hermann, who is the publisher (and editor, despite being uncredited as such) of all Orbit/Our comics.
