Bob Mankoff isn't formally credited as the editor, but in his introduction he says he selected the cartoons, so he was the editor.

Per the introduction, the cartoons were selected by sorting all 68,647 cartoons that had been published in The New Yorker by popularity (based on purchases on https://cartoonbank.com/), and then starting from the most popular Mankoff selected the ones he liked until he had 100.
