Synopsis
A member of Cobra's Council explain to the Baroness, Bludd, Khallikhan, Tomax, Oda, Krake, and Vargas how the new Commander will be chosen. They will compete against each other, and whoever kills the most G. I. Joes will be the next Commander. The Joes plan their next move. Blacklight attacks and kills Hammerlock, Apeface, and Dragon. Someone disguised as Hawk arrives back at the base, and Storm Shadow gets ready to attack.
