Refusing to join Norman Osborn's H.A.M.M.E.R. combat organization after Secret Invasion, Dum-Dum Dugan and others formed the Howling Commandos Private Military Company. Subsequently they were contacted by Nick Fury and were employed by him in his struggle against Hydra.
