Synopsis
Bill Norris is in Eastport to address the Mayor on a bond issue, and discovers a villain calling himself the Chameleon is attempted to destroy the city of Eastport. The Reaper discovers why: as City Treasurer, the Chameleon had embezzled most of the city's bank funds.
