The Phantom Gang

The Phantom Gang is a group of thugs led by Federal Men agent Steve Carson, believing himself to be a gangster named Dan Steele, after getting amnesia caused by injuries sustained in a house fire while attempting to apprehend elusive racketeering boss "Bash" Forelli. The gang was comprised of former members of "Biff" Davis' gang. Carson assumed leadership of the gang after Davis was shot, and presumably apprehended, by police during an attempted robbery. After Carson took control, the gang adopted more nonviolent methods and was dubbed the "Phantom Gang" by the media due to their ability to commit crimes then disappear without a trace.
